ARLINGTON, Va. — The Freedom Forum today announced the appointment of Constance V.C. Aguayo as vice president/human resources, effective Aug.15.

"Constance Aguayo brings impressive experience, enthusiasm and energy to a key position at The Freedom Forum. The timing of her appointment couldn't be better for our impending move to Pennsylvania Avenue in 2005 and the implications that has for our organization and staff," said Charles L. Overby, the foundation's chairman and chief executive officer.

Aguayo comes to her new role from nearly 15 years with GEICO, serving most recently as director of corporate quality in Washington, D.C., where she directed total quality initiatives for the company's 18,500 employees. Before that, she was regional quality manager in Macon, Ga. She began her career with GEICO in Washington in 1986 as an insurance counselor and sales associate. Aguayo has extensive experience in employee recruitment and training, organizational development, improving diversity in the workplace and the implementation of continuous quality-improvement programs.

A graduate of Spelman College in Atlanta, Ga., Aguayo holds a master's degree in quality management from Loyola University. She also is certified as a Senior Professional Human Resources (SPHR) and is a member of the Society for Human Resource Management.
